Applicant Registration

1) Register with the JRS Portal

Click on the Applicant Registration link in the Navigation area in the left column of this page.  Follow the instructions on the registration page.  If you are already registered, please proceed to step 2.

2) Login to the JRS Portal

Click on the Login link at the top right of this page.  Enter you User Id and Password.

3) Click on the Applicants link

Select Submit Pre-Proposal from the Navigation area in the left column of the Applicants Home page.

4) Enter your Pre-Proposal information

Click on ADD NEW button at the top of the page and enter your Pre-Proposal information into the fields.  It is strongly suggested that you develop your Pre-Proposal offline before beginning this process.    

You can save your Pre-Proposal to a draft copy and come back to it later.  If you already saved a draft of a form, you will see that form listed in the PRE-PROPOSALS ON FILE table at the top of the Applicants Home page. 

5) Submit your Pre-Proposal

Once you have entered all your information, click on the submit button to send us your Pre-Proposal for review.  Once submitted, you will not be able to modify the information on that form.  You can view or print your form by returning to the "PRE-PROPOSALS ON FILE" table at the top of the Applicants Home page.
